I seem to be experiencing the same issue under Sierra.
Between January, 2010 and September 28, 2016 I did not receive a single winmail.dat attachment.
Since September 28, I've now started to receive winmail.dat attachments from one sender. Messages from the same sender prior to installing Sierra (most-recent prior was September 20, before I installed) were received without issue: calendar invites, PDFs, word documents all appeared as normal attachments.
